How the Distribution System Works
The Federal Aviation Administration publications system is complex because
other government agencies besides FAA are involved in the distribution of its
publications. In fact, the others—the National Technical Information Service
(NTIS), the Government Printing Office (GPO), and publications unit of the
Department of Transportation (DOT)—control most of the distribution. A
responsibility so dispersed makes it essential that the public as the principal user
of the system has a clear understanding of the roles FAA and the other agencies
play in the distribution. What follows, therefore, is an explanation of how the
FAA’s Place in the Distribution
The Federal Aviation Administration, the air transportation component of the
Department of Transportation, regulates as well as fosters civil aviation. Its
mission is directed primarily to aviation safety and to the establishment and en-
forcement of safety standards applicable to virtually every aspect of civil air
transportation. In the discharge of its mission, the agency issues regulatory, ad¬
visory, technical, scientific, administrative, educational, and informational
publications that affect civil aviation at every level.
Agency Public Affairs offices at FAA headquarters, the 12 FAA regions, and
the two FAA technical centers, all have publications and inquiry functions as an
essential part of their mission and, in each case, are designated to handle such
functions for their respective headquarters. The offices where the public can get
a wide variety of publications by phone or written request are:

In addition, AAC-23, the General Accounting Branch of the Aeronautical
Center, and the Flight Standards National Field Office (FSNFO), at Oklahoma
City, a field unit of the Flight Standards Service at headquarters, are authorized
to make available to the public certain technical publications not procurable
The FAA Public Inquiry Center, APA-430, provides the public with publica¬
tion and inquiry service, a documents copying service, and a documents inspec¬
tion facility as required under the Freedom of Information Act. In addition, it is
the primary source for orders, handbooks, manuals and other FAA technical and
non-technical directives, plans, studies, and reports originating in headquarters.
In 1977, the Center answered 9,703 telephone calls and handled 16,597 letters, a
substantial portion of which were orders for agency publications.
The 12 regional Public Affairs Offices and the two technical centers provide
the public with somewhat similar services. They respond to phone inquires,
answer letters, and—depending upon their availability—supply the public with
publications. The regions and the centers by no means carry identical stocks, but
most have representative selections of the agency’s free publications.
The agency’s district offices, which comprise 84 general aviation district
offices (GADO’s), 27 air carrier district offices (ACDO’s), 20 Engineering
Manufactoring Division Offices (EMDO’s) and 12 flight standards district offices
(FSDO’s)—which combine ACDO and GADO functions—also provide a publica¬
tions service. But the service is somewhat different than that provided by the
regional offices. The stocks carried are smaller, and the publications themselves
more specialized and chosen with an eye to the operations, maintenance, and
safety needs of general and air carrier aviation.
But the 100 district offices (see next page), the Public Affairs offices, the
Aeronautical Center’s General Accounting Branch, and the Flight Standards
National Field Office together are involved in only a relatively small part of the
distribution. Most of it, even to the provision of mailing list and warehousing
services, is performed elsewhere.

The DOT Contribution
The Department of Transportation provides the distribution system with two
essential services: a computerized mailing list operation and a centralized
publications distribution and warehousing facility.
The mailing list unit serves the public in two principal ways. In the one case,
members of the public can write to the Department directly, requesting that their
names be placed on FAA mailing lists for future FAA advisory circulars (AC’s),
and Notices of Proposed Rule Making (NPRM's) that would amend specific
Federal Aviation Regulations (FAR’s).

On the other hand, requests to be placed on an FAA mailing list for a specific
FAA recurring publication must be addressed to the Public Inquiry Center,
APA-430, in headquarters which, after necessary coordination with the staff
section putting out the publication, refers the request to the mailing list unit.
The DOT warehouse (M-443.1) operates a publications distribution and
warehousing facility with more than 100,000 square feet of space, of which about
20,000 square feet are devoted to satisfying FAA-related requirements. It
supplies the public with such free FAA publications on request, including the
free publications most in demand; the more than 400 free FAA advisory circulars,
of which upwards of 400,000 are provided to the public annually; and the general
aviation education and career materials, of which an estimated half a million
copies a year are made available.
All that is required to get these free materials is a written request to M-443.1.

found appended to this guide.

FAA plays only a minor role in the sale of its publications. Except for orders,
manuals, handbooks, and other internal directives sold primarily at Washington
Headquarters, and certain technical publications sold at Oklahoma City by the
Aeronautical Center and the Flight Standards National Field Office, the agency
may not accept cash for any of its for-sale publications, nor may M-443.1, the
However, the Government Printing Office and the National Technical Infor¬
mation Service have as a routine part of their missions the sale of FAA publica¬
tions to the general public. The two agencies sell FAA publications on a strictly
cash-in-advance basis. But whereas GPO sells the publications in their original
FAA form, NTIS sells them in reprint form and assigns them specially-prefixed
NTIS numbers as an aid in ordering.
Similarly, though FAA may not accept cash for FAA publications sold by GPO,
the agency may provide certain specifically requested publications when the
public interest warrants it and the issuing office has enough copies in stock. Thus
FAA headquarters, i.e., the Public Inquiry Center, APA-430, may extend such a
courtesy to other government agencies, members of Congress, congressional
committees, international organizations, foreign governments, and State,
territorial, and municipal governments. And at its discretion, FAA headquarters
may extend the same courtesy to colleges, universities, libraries, technical
commissions, societies, and institutes to accomplish purposes that are clearly in
the public interest.
The Service Provided by NTIS
The National Technical Information Service (NTIS), a Department of Com¬
merce agency located at Springfield, Virginia, was established in 1970 to serve as
a Government-wide clearing house for technical information. Its mission is to
provide the public with access to scientific and technical reports produced by
Federal agencies, and their contractors or grantees. In the discharge of its mis¬
sion, NTIS adds thousands of reports yearly to its collection, including most of
the reports that FAA issues in research, development, engineering, and related
areas. The reports are reproduced, assigned alphabetical and numerical code
numbers, and offered for sale to the public as part of the NTIS collection, which
now numbers more than a million titles.
Since the law under which NTIS operates requires recovery of costs from the
sale of its products and materials, its prices compare with those charged by com¬
mercial dealers in technical information. NTIS welcomes deposit accounts and
accepts American Express cards, and has worked out ways in which customers
with neither can still order direct without the need to continually verify the prices
of the materials they want. It has a set price for microfiche reproductions of
standard, paged reports of the kind put out by FAA. In addition, it has devised a
system of price codes which permits customers to determine in advance the cost
of the paged reports on the basis essentially of the number of pages in them.
Microfiche reproductions in this category are $3 per set; and the price of the
paged reports above a $4.00 minimum goes up in varying amounts depending
upon the number of pages. After 600 pages there is an additional $2.50 for each
100 page increment. The schedule which is for the North American continent

The NTIS prefers customers to use the NTIS order blanks appended to this
guide. A check or money order made out to NTIS in the correct amount, as deter¬
mined by page range, should be enclosed in the order. Other information given
should include the titles of the materials ordered, their NTIS order number, and
the customer’s name, address, and zip code.

NTIS provides information on the prices, order numbers, and titles of publica¬

offers American Express customers, and customers with deposit accounts, a
special premium service which permits long distance, day or night toll-free order¬

GPO’s Role in the Distribution
The Government Printing Office dates back to 1861. A major function of GPO
is the sale of Government publications by the Superintendent of Documents. The
latter, as the sales arm of GPO, sells through mail orders and government
bookstores more than 25,000 different publications, of which one published by
FAA—Advisory Circular No. 61-23A, Pilot's Handbook of Aeronautical
Knowledge, Stock No. 050-011-00051-8, currently selling for $5.30. It has
through the years been one of GPO’s all-time best sellers.
The Superintendent of Documents (Sup’t Doc’s) does business on a strictly
cash-in-advance basis. Payment for publications ordered can be made either by
deposit account or check or money order in the correct amount, made payable to
the Superintendent of Documents. For information on the prices and availability

The Sup’t Doc’s organization plays by far the largest role in the distribution
because it sells to the public the majority of the regulatory and non-regulatory
publications civil aviation must have to meet FAA’s safety requirements. They
vary from rules (FAR’s) pertaining to the type certification of aircraft and the
certification of flying and maintenance personnel to the safety practice and pro¬
cedures all elements of the aviation community must follow if they are to be per¬
mitted to continue to fly.
The publications are listed in FAA Advisory Circular 00-2, Advisory Circular
Checklist. The checklist, which is published three times a year in the Federal
Register , is free to the public from M 443.1, APA-430, the regions, and the
centers and GPO bookstores. It includes all FAA advisory circulars with a pur¬
chase price; all the Federal Aviation Regulations (FAR’s), their amendments and
changes; parts of the Airman’s Information Manual (AIM); all Type Certificate
Data Sheets and Specifications; and other similar FAA aviation safety-related
regulatory and non-regulatory materials.
Because many of these a : ation safety-related publications are time-critical,
Sup’t. Doc’s, has the responsibility of seeing to it that they reach their customers
Special procedures have been designed to help speed this process. New GPO
order blanks have been developed and are attached to this guide. They should be
used on all orders addressed to Sup’t Doc’s, and customers should make sure
when they send their orders not to add orders for publications that Sup’t Doc’s
does not stock. For subscription publications (identified in Sup’t Doc’s publica¬
tions lists by identifying code letters in brackets) the subscription order blanks
should be used; for non-subscription items (identified in Sup’t Doc’s lists by 12
digit stock numbers in parentheses), the order blanks provided for that purpose
should be used.
Orders should be addressed to the Superintendent of Documents, U.S. Govern¬
ment Printing Office, Washington, D.C. 20402. The title, price, stock number, or
subscription code should be included; orders for subscription items should be
sent separately from those for non-subscription items; and the customers should
take special care when ordering to provide their correct address and zip code.
On all orders to foreign countries, there is a handling charge of 25 percent oi
the current selling price of the publications ordered. Remittances from foreign
countries should be by International Postal Money Order payable to the
Superintendent of Documents; by drafts on U.S. or Canadian banks; or by
If undue delay is experienced in the receipt of FAA publications ordered from
Sup’t Doc’s, the approved procedure is to write to the Superintendent of
Documents, Service Section, Stop: SSOS, Washington, D.C. 20402, or to phone
the office at (202) 275-3050. However, there is less chance of error if the com¬
plaint is in writing with all documentation furnished.
In making the complaint, the customer should be prepared to furnish the
following information: date of the order; the amount and form of the remittance;
the title or titles of the publications involved; and their identifying code letters or
stock numbers. The problem will be investigated and taken care of. In addition,
an effort will be made to see to it that trouble does not recur.
The Superintendent of Documents’ operation is a far flung one which includes
not only six Washington bookstores, and 19 other bookstores elsewhere in the
country, but also sales agencies in Alaska, Hawaii, and Puerto Rico. Their ad¬

This then is the way FAA publications are distributed and how the efforts of
FAA and the other agencies involved in the distribution mesh to provide publica¬
tions and publications services.
Understanding the system is the key. Only when there is an understanding of
the part each of the agepcies plays is it possible to know what to do when told, for
example, that a given publication is available from APA-430, M-443.1, NTIS or

Where and How to Get What You Need
In order to make this publications guide more usable, available publications
have been divided into two groups: one, reflecting FAA’s regulatory and
technical functions; the other, its non-regulatory and support functions. Besides
listing publications in their proper functional context, this grouping simplifies
the task of indicating where publications can be obtained.
The Regulatory and Tecnical Functions
The 15 categories in this group are: (1) the agency charter; (2) rulemaking

(1) The Agency Charter
A revised and completely up-dated copy of the Federal Aviation Act of 1958 (as
amended)—the statutory charter under which the agency operates—is contained
in a new, looseleaf publications prepared by the Civil Aeronautics Board (CAB)
under the title, "Aeronautical Statutes and Related Materials.” Related statutes
contained in this publication, and revised in each case, include: the Department
of Transportation Act, the Airport and Airway Development Act and the Airport
and Airway Revenue Act. Texts of relevant Executive orders, international con¬
ventions, protocols, and bilateral agreements are also included. This publication
has been issued in looseleaf form to make it easier to keep up-to-date. It is
available by subscription (ASRM) from the Superintendent of Documents, U.S.
Government Printing Office. The subscription price is $14 domestic; $17.50
If the text of the Federal Aviation Act alone is desired, GPO has it for sale as
long as the limited supply lasts for $2.20 as a non-subscription, single sale item.

(2) Rulemaking Materials
Rulemaking is the process of issuing Notices of Proposed Rulemaking
(NPRM’s), inviting public comment on the proposed rules, holding public hear¬
ings on them, and when a decision has been reached on how to take care of the
matter, issuing new rules, directives, and requirements in the form of mandatory

Federal Aviation Regulations (FAR’s). In an effort to ensure that its FAR’s are
responsive to the needs and desires of the public, the agency has established a
computerized procedure to make sure that those interested in commenting or
testifying on NPRM’s get the notices in time to take action.
Under this procedure, individuals or organizations interested in specific
FAR’s can write directly to the DOT Distribution Requirements Section,
M-482.3, to be placed on the NPRM mailing list to receive automatically all
NPRM’s proposing changes to those FAR’s.
The publication prescribing these procedures is FAA Advisory Circular No.
11-2, Notice of Proposed Rulemaking Distribution System. It can be obtained
free upon request from M-443.1 or APA-430.
(3) Federal Aviation Regulation (FAR’s)
Issued by FAA in implementation of its regulatory functions, the Federal Avia¬
tion Regulations are continuously being revised to meet changing needs. They
carry the force of law and are binding on all aviation activities within their pur¬
view. FAR’s, and the changes to them, are available to the public only through
the Superintendent of Documents, U.S. Government Printing Office, on a strictly
cash-in-advance basis. No C.O.D. orders are accepted, and an extra charge of 25
percent is added for foreign mailing.
The FAR’s, previously organized in volumes, are now sold by Sup’t Doc’s as
individual Parts. There are currently 61 such Parts, and 13 of those that are most
frequently amended are sold on a subscription basis; the remaining 48 on a non
subscription, single sale basis. Changes are sent automatically to those who have
subscriptions. Changes to non-subscription items have to be ordered separately
To avoid confusion in filling orders for the two types of FAR Parts, GPO lists
subscription Parts by code letters; non-subscription Parts by stock numbers. In
addition, since the two are handled separately, GPO requires that subscription
Parts be ordered separately from non-subscription Parts and that orders for
subscription parts go directly to the Superintendent of Documents in
Washington rather than to the bookstores or sales agencies.
Changes to FAR’s are announced in the latest revisions of AC 00-44, "Status
of Federal Aviation Regulations,” free to the public and available at M-443.1,
APA-430, the regions, and the centers.
As in the case with other Sup’t Doc’s items, prices quoted on individual FAR’s
are subject to change without notice. For this reason, Sup’t Doc’s recommends
that customers who make frequent purchases open a prepaid deposit account. A
remittance of 150 is sufficient to open such an account. Maintaining it will ob¬
viate the need to make individual remittances or to check prices before ordering.
